SDK 1.3.0 preview (historical)

• Compiled the production Ed25519 signing-key pin into JavaScript, Python, Go, C#, and C++ SDKs.
• Disabled remote signing-key discovery by default on the official production host.
• Added overlap-based rotation support and cross-language pin-parity checks.
• Hosted checksummed preview artifacts for all five SDKs before the official registry launch.
